Biography

Elliott Owensby is a senior director at Hamilton Place Strategies, advising clients on strategic communications, rapid response, and public policy. He works with clients on a range of policy issues, including technology, higher education, financial services, and healthcare.

Elliott specializes in building innovative data analysis and visualization into communications campaigns, thought leadership, and brand development. At HPS, Elliott has led in-depth economic impact analyses, managed digital advocacy campaigns both inside the Beltway and throughout the country, and developed high-impact thought leadership platforms for C-suite executives to establish policy priorities.

Prior to HPS, Elliott was the National Homeownership Programs Fellow at NeighborWorks America, supporting data collection and analysis efforts on several HUD community development grants. Elliott also interned in the Metropolitan Policy Program at the Brookings Institution, where his work included analysis of youth labor markets and the efficacy of the Low-Income Housing Tax Credit, as well as at S&P Global Ratings, focusing on state and local finance.

A proud native of Fresno, California, Elliott received his bachelor’s degree from the University of California, Berkeley, majoring in Urban Studies with a minor in Public Policy. He lives in Washington, D.C.
