WASHINGTON, D.C. – Francis Bouchard, recognized as a leader in the global insurance industry, is joining Hamilton Place Strategies as a Managing Director, where he will bring his deep expertise in global public policy and corporate strategy to the growing public affairs communications firm.
Bouchard comes to HPS from Zurich Insurance Group, serving most recently as the Global Head of Government Affairs in Zurich, Switzerland. In this role, he managed the Group’s government and industry relationships around the world and provided leadership in public policy, corporate responsibility, and industry economics.

In his nearly two decades with Zurich, Bouchard also served as Zurich’s Global Head of Corporate Communications and Head of Sales, Distribution & Marketing for Zurich’s Global Corporate business division, amongst other roles. Prior to his time with Zurich, Bouchard spent seven years in Washington in various insurance advocacy positions.
Bouchard holds bachelor degrees in history and magazine journalism from Syracuse University, and earned his juris doctorate from the George Mason University School of Law. He currently serves as a Member of the Global Agenda Council on the Future of Insurance and Asset Management at the World Economic Forum and is a member of the Board of Directors of the Atlantic Council and the St. Bernard Project.
